Whether is cheaper to charge an electric car than buying fuel for a petrol car, depends on a car model and also on a specific country, because each country has different electricity and petrol prices.

For example there is quite a big difference in electricity prices in European countries. In some countries, the charging of electric car is really cheap, but in other countries it is 3 times more expensive. There are also often different costs when charging an electric car at home and when using a charging station. It is expected that charging an electric car at charging stations will get more expensive with increasing number of electric cars.

On the other side, mostly in oil producing countries it is possible to buy a really cheap petrol. So in these countries, the running costs of petrol car are quite low.

There are some charging stations, where it is possible to charge an electric car for free of charge. They are often located on shopping centre car parks. But some of them are available for free of charge only temporarily.
